Worcester has no casino, and the reason is not that nobody wanted one. Massachusetts fixed the maximum number of casinos in statute before a single licence was awarded, then handed each permission to one city. Worcester was never going to be one of them, and understanding why is more useful than another list of floors, because it also tells you that this will not change. We checked the licence structure, routes and posted hours in September 2026.
The licence map, not the population map
The Expanded Gaming Act of 2011 did two things at once. It authorised casino gambling in Massachusetts and it capped it: three resort casino licences, one in each of three geographic regions, plus a single slots parlor licence available anywhere in the state. Four permissions, statewide, permanently.
Worcester County fell inside the eastern licensing region, the same region as Boston. That region's one resort licence went to Everett, where Encore Boston Harbor opened on 23 June 2019 after a build reported at $2.6 billion. The western region's licence went to Springfield. The southeastern region's licence was never awarded at all, which is why the state ended up with three casinos rather than four, and why the slots parlor at Plainville is the only floor in the southeast corner.
So the arithmetic that left Worcester out was settled the moment the eastern licence was decided. We have flagged the region boundaries and the fate of the southeastern licence for a human check against the Gaming Commission record, because that map is the load-bearing claim on this page.

Drive times are estimates from road geography. The eastern number is the one most sensitive to traffic, and a Friday run into Everett can comfortably beat an hour.
The Connecticut question nobody asks first
This is the part that changes a Worcester player's decision. The Mashantucket Pequot and Mohegan tribal resorts in south-eastern Connecticut sit roughly an hour to an hour and a quarter south of the city, which puts them in the same travel band as Springfield and closer than plenty of people assume. They are not ours to vouch for, they have no page on this site, and Connecticut rules on age, smoking and sports wagering differ from the Massachusetts ones set out below. But leaving them off a Worcester list because a state line runs through the middle of it would be dishonest geography.
If you go south, check the property's own posted policies before you drive. If you go anywhere in Massachusetts, the rules in the next section apply everywhere without exception.
What the three in-state licences actually permit
The licence class decides the floor, which is why the three Massachusetts venues are not interchangeable.
A resort casino may run slot machines, live table games and poker. Encore in Everett carries more than 2,700 machines, running from quarter denominations up to $125 a spin, and over 170 live tables with a 24-table poker room; MGM Springfield carries about 2,550 machines and roughly 120 tables. A slots parlor may run machines only, which is why Plainridge Park has about 1,250 machines including around 60 electronic table games played against a screen, no live dealer anywhere on the property and no poker room at all.
